With the acceleration of the globalization, the influence of tariff barriers and traditional non-tariff barriers has been gradually weakened in the international trade, Non-tariff measures of importing and exporting quota or license and so on increasingly under restrictions.The frequency of technical regulations, technical standards and conformity assessment procedures and health and quarantine measures, which is the main contents of the technical trade measure use is rising. Meanwhile, world and regional trade organizations instead show more concern on the Technical Barriers to Trade (TBT), whose focus is standard.The main body of this thesis is divided into four parts.The first part discloses TBT and ethical implications. First of all, from the point of view of the theory, I discuss the concept, of TBT, including its formation, development, and judgment standard. In the second place, I reveal the ethical implications of the technical barriers to trade. It also carries out ethical analysis and evaluation of the government, enterprise and consumer behavior.The second part focuses on analyzing the ethical principles of TBT-"Mutual-Benefit"."Mutual-Benefit" is not only an economic principle, but also an ethical principle. Through the compare the total domain and dividing line between economic mutual-benefit and moral mutual-benefit, and study the three levels of values, undamaged, common interests and common prosperity to reveal the contents of values of mutual-benefit. It is three kinds of regulation of interests,"consultation and coordination","fair insurance","public opinion guidance and resolution of disputes" and the three levels of values constitute the complete value structure of the mutual-benefit.The third part systematically analyzes the ethic problems existing in reality of TBT, which includes3parts:formulation process, content of the agreement and the execution.The fourth part puts forward ethic enlightenment about how to deal with TBT for Chinese. China has suffered much in importing and exporting trade, and the situation will not improve in a short time, which is the real factor urged me propose the topic. This chapter’s objective is to analyze the problems of the Chinese face in importing and exporting trade and propose effective ethical strategy.
