The size of talent pool of organization has been became vital for industry upgrading, with economic integration in21st century, especially for the high-tech multinational tycoon, talent competition has become fiercely, they not only providing attractive payment, the hommization welfare as EAP also proved to be the mean part.China gradually into social transformation period after30years reform and open development, various pressures put employee through mill, under which they have to serious consider endowment, housing, medical treatment, career development, etc. and furthermore, marriage, kids’education, self-actualization are the special effects for the young people to choose organization. Therefore, how to attracting and retaining talents has been turned into the urgent problem for the high-tech multinational corporations.This paper studied on the organization structure and financial status of C limited company to identify its strong strength to develop EAP to match with employee actually needs, concerned on the insufficient part of EAP to demonstrate the necessity of improve the original EAP program to facilitated the employee management.This paper start from macro-environment, management and employee level facilitating with a large amount of data of employee satisfaction survey, to analysis the feasibility of implement the new EAP program of C limited company, basing on the "hierarchy of needs" theory, to explore the new EAP which meet employee demands for love and belonging, esteem and self-actualization. The new EAP program focused launch on long-term inside-out EAP mode, in which improve employee management method, modify payment structure, help employee draw up development plan as well as establish excellent employer brand, flexible welfare system and internal professional EAP team as supporting measures.Hope that through this paper can help C limited company to improve productivity and management level, eventually improve employee loyalty and cohesion, to achieve attracand retaining talents. Contributing to help these multinational companies which invested in China to explore an EAP program suited to Chinese context.
