It refers to the fluctuation of agricultural prices because of the overall market environment. It causes the farmers’income is not stable.The third is the social risk. It mainly refers to the improper social behavior as human factors as the leading factors. The fourth is the system risk. Basically is to show the country’s policy adjustment, the new system implementation. Because the consequences of the adjustment can’t anticipate, so it can make influence agriculture. Our country as a traditional large agricultural nation, the agriculture is the foundation of the national economy; and more than40%of the population is engaged in agricultural production. Therefore, establishing the system of agricultural insurance and scattered agricultural risk, is the insurance of the healthy development of agriculture and the stable growth of farmers’ income, but also the requirements of building a modern agriculture, and of promoting the construction of the new socialist countryside.This paper summarizes the different attributes of agricultural insurance and other items and confirms the need to establish policy agricultural insurance in China by analyzing the characteristics of domestic and foreign agricultural insurance development model. This paper analyzes the current situation of the development of agricultural insurance in hebei province, gives a deep research on the development of agricultural insurance in Hebei province in the existing problems and the reasons of its formation.
