Studies Of The Selection Mechanism Of The Rural Poverty Alleviative Projects In Liaoning Province

Since the reform and opening up, China’s poverty relief has got a great achievement. Entering a new period, poverty alleviation is also facing new problems.This paper studies the selection mechanism of rural poverty reduction project on the background of Liaoning.The government-led poverty alleviation project is gradually out of date, which requires a new kind of selection mechanism of rural poverty reduction project. In this paper, the methods of the research are literature research, comprehensive analysis and survey research.This article is mainly in the selection mechanism to explain the basis for poverty alleviation project content, including the concept, types and elements of the rural poverty reduction project selection mechanism. The auther continues to analy the problems and the causes of the election mechanism of the poverty alleviation projects in Liaoning Province, and then put forward the reasonable proposals or suggestions of improving the election mechanism of poverty alleviation projects in rural areas of Liaoning Province.The existing problems are:The defects of government-led selection mechanism appear.The selection mechanism mainly lacks of flexibility and limitations; and has less democratic participation; the chosen projects are out of touch with the market;and the selection mechanism without effective supervision and feedback. The selection mechanism of the industry-led of enterprise and the professional-led anti-poverty of NGO are also under problematic.The main reason for these problems:Not form a correct understanding of the project selection mechanism;The government arrange the poverty alleviation projects; The poor people in the poor areas lack of the rights of putting out of their own thoughts. The proposals are:to build the cooperative mechanism of the government and the poor farmers.Including:To clarify the value orientation of the poverty alleviation project selection mechanism;To determine the role of the government in the poverty alleviation project selection mechanism;To build the participation of poor people in the poverty alleviation project selection mechanism. Building the cooperative mechanism between the enterprises and the poor, including:Follow the road of the intensive industrialization; Make the leading enterprises bigger and stronger in poor areas; Strengthen the social responsibility of corporate; Strengthen the cooperation between the enterprises and the poor. Construction of the cooperative mechanism between the Government and NGO cooperation, including:improve the relevant laws and regulations; improve the capacity of the staff, and strengthen the cooperation of the government and NGO.
