Research On The Convergence Between Rural Poverty Alleviation Development And The Subsistence Allowances System In Liaoning Province

Rural poverty is a problem that has been plagued economic and social developmentespecially in China where many rural areas of the state show extreme poverty.Moreover, poverty has became an impediment to social progress. From the foundingdate, China’s anti-poverty struggle never stop, and the government has beenimplementing a variety of systems and policies to help poor farmers out of povertyand anti-poverty has made remarkable achievements.Liaoning provincial government implemented a series of measures to alleviatepoverty in rural areas, and the rural population in absolute poverty significantlyreduced, rural per capita net income and living standards significantly improved.Nevertheless, in the context of social transformation period, under the influence ofhistorical factors, the real factors and future uncertainties, rural poverty remains oneof the serious problems faced by Liaoning Province, especially with the cost ofliving, the level of consumption increase, coupled with the presence of inflationaryrisks, the relative poverty increasingly prominent.Firstly, the paper defines the connotation of “two systems”,and then analyses thefunctions of " two systems " from theoretical view, clearly positioning the differentroles of “two systems” in the anti-poverty process. Secondly,by the relevant literatureanalysis, the article describes the current situation of anti-poverty in LiaoningProvince, respectively, rural development and poverty alleviation in rural subsistenceallowances system, from a practical view.Thirdly, based on the experience of typicalprovinces,the paper analyzes the current situation and problem in convergence of“two systems”of Liaoning Province. Finally,the paper points out the generalrequirements of convergence mechanism, and propose about four measures toimprove the convergence mechanism of “two systems”.
