The Research On The Precise Selection Mechanism Of Industrial Poverty Alleviation In Rural Areas

Targeted poverty alleviation through industry is a fundamental measure for China's rural areas to shake off poverty and become rich.It is also an inevitable requirement for the full realization of a well-off society.The key is the precise selection of the Industry.This mechanism realizes the scientific choice of the poverty-alleviation Industry and the common sharing of benefits,ensures the scientificity and stability,and helps to achieve the long-term goal of effectively shaking off poverty and becoming rich.In the part of theoretical analysis,a literature review on poverty criteria and poverty identification,the selection of poverty alleviation industry and the distribution of benefits is carried out.Then the dissertation discusses the theoretical connotation of the targeted industry selection mechanism.Furthermore,the dissertation analyzes the relationship among precise identification of poverty,poverty alleviation through industry and targeted industry selection,and discusses the operation mechanism of targeted industry selection.Therefore,it is clear that the selection process must be combined with the benefit sharing of the rural poverty alleviation.The effect of the precise selection is also demonstrated.In the part of empirical analysis,the correlation between the development of poverty alleviation industry and the poverty alleviation achievement in rural China is analyzed by provincial panel data from 2010 to 2016 with difference-in-differences model and triple difference model.The scientificity and rationality of the targeted industry selection is verified.The empirical results show that,first of all,targeted poverty alleviation through industry has an obvious effect on poverty reduction in poor rural areas.A 1% increase in the unit output value of the poverty-alleviation industry can drive the rural poor population down 0.88% and the incidence of rural poverty down 0.137%,which has a significant poverty reduction effect.From 2010 to 2016,China's rural poverty situation showed a trend of continuous improvement.The targeted poverty alleviation policy and the industry poverty alleviation work have achieved good results on the whole,but there are obvious annual differences.The policy effect of industry poverty alleviation in China's rural poverty-stricken areas from 2010 to 2011 is mainly reflected in the promotion of poverty reduction on the scale of the poverty population.There is a strong negative correlation between the development level of Industry andthe poverty population.However,this effect slowed down obviously from 2011 to2014 and the negative correlation weakened.It turned into a strong negative correlation between the development level of Industry and the incidence of poverty in rural areas.However,from 2014 to 2016,there was a significant negative correlation between poverty alleviation industry and the scale and incidence of poverty,and the negative correlation with the incidence of poverty was further strengthened.It can be seen from this that the precise development of poverty alleviation industry has promoted poverty reduction in deep poverty-stricken rural areas,reflecting the increasing difficulty of poverty alleviation work and the changing trend of precise development of poverty alleviation industry.Secondly,the optimization of benefit distribution mode has obvious poverty reduction effect on the precise selection mechanism of industry poverty alleviation in rural areas of China,which reflects the importance of benefit sharing mechanism.Based on the conclusions of theoretical analysis and empirical analysis,this paper puts forward relevant suggestions to promote the scientific and effective operation of the precision selection mechanism of the poverty alleviation industry.The relevant suggestions include four aspects:improving the scientific nature of the precision selection mechanism of the poverty alleviation industry,promoting the effective operation of the precision selection mechanism of the poverty alleviation industry,ensuring the effective implementation of the benefit sharing mechanism,and strengthening the government's policy support for the precision poverty alleviation industry.
