The Employment Policy Research Based On Technical Innovation

Promotion of full employment is one of the four major objectives of macroeconomicpolicy. Employment issues are not only the focus of the world concern, but also prominentchallenges facing the socio-economic system. In the21st century, the rapid development ofnew scientific and technological revolution, the wide rise of knowledge economy, and thetechnology innovation with each passing day, make a significant contribution to thesustained economic growth. Under the background of new era, the debate betweentechnology and employment comes into view again.Now China is in the critical period of socio-economic transformation, the steadystream of technological innovation provides the impetus for economic growth, and variousfields have maintained good momentum of development. Although the contribution oftechnology to economic development improved steadily, it has also brought manyproblems and challenges, the promotion and application of advanced technology results inthe exclusion of capital for labor and intensifies the pressure on employment. On one hand,technological innovation is indispensable to economic development and social harmonydepends on full employment, On the other hand, the theoretical relationship betweentechnology and employment is complex, and has not reached consensus. Considering thefacts of our country’s development, there is an urgent need to clear the relationship oftechnological innovation and employment, study the employment effects of thetechnological innovation, and discuss how to choose the right technology path to achieve avirtuous cycle.Based on the above considerations, this paper focuses on the employment impact oftechnological innovation, starts from the technological innovation and employmentrelations theory, combs the viewpoints of the main economists and economic school;discusses the total and structure employment effect mechanism of technology innovation,then analyzes the dynamic role in the path of the different types of technologicalinnovation on employment. After that the paper gives an overview of the evolution ofChina’s technological innovation and employment situation, as well as the effect oftechnology on employment at different stages, and does an empirical analysis of technological innovation in China’s total employment effect, concluding that technologicalinnovation and economic growth can promote employment. On the basis of comprehensiveanalysis, this article puts forward the proposals of using technological innovation toincrease employment policy: deepen the reform of the science and technology system,vigorously promot technology innovation, adhere to the enterprise as the main body, takethe market as the guidance, set up an incentive mechanism of innovation, speed up thetransformation of the technical achievements to productive forces; develop education andtraining, give enough attention and support to vocational education, improve workers’skills by professional training; promote the industrial structure upgrading, cultivate the newemployment growth, develop high-tech industry and modern service industry; promote thedevelopment of small and medium-sized enterprises, cultural and creative indusries,making it a major carrier of absorbing labor employment.
