In theory circle,there are controversy in mechanism of technological progress affecting employment. Therefore, in order to make full use of technological progress positive roles in economic growth and employment, it is practical and theoretical necessary to take a embedded analysis of the relationship between technological progress and employment.On the basics of comprehensive theoretical retrospection on the achievements of relationship between technological progress and employment, building a model of employment effect of technological progress. By using cointegration analysis,Granger causality analysis,regression analysis and error correction model , combined with China's specific data, proposing an optimal program to strengthen the employment effect of technological progress, and providing theoretical support for employment policy of China.The innovation of this paper: 1. Summarizing the effect of technology progress which is reflected in industrial structure of employment, industry structure of employment and labor quality structure. Technology progress has a negative effect on the primary industrial employment, while positive effect on the tertiary industrial employment, but the relationship in secondary industry is not obvious according to the empirical analysis. Technology progress promote labor transformation from agriculture sector to non-agriculture sector, in wholesale and retail trade, accommodation and catering, leasing and business services, resident services and other services sector, technology progress has crowding-out effect on employment. Meanwhile, from the long-term trend point, technology progress play a significant role of the improvement of human resources. 2. Constructing the power system of employment effects of technological progress. System analysis includes a variety of social factors such as government departments, enterprises and related subjects'multidimensional inside and outside relationship. As the employment effects of technological progress are related to the analysis of all relevant aspects of society and economic, the system analysis is more rational and practical compared with the linear research. 3. Proposing programs to optimize the system of employment effects of technological progress.
