In this paper, the main content can be divided into the following parts.The first part, mark first to public rental housing sustainability concepts, expounds theprinciples of western economics, government regulation and welfare economics, use thetheory discusses the theoretical basis of the system of public housing, public rental housingsystem to establish and perfect the system of theoretical aspects of support. Put forward theseller monopoly and monopony rigid demand lead to the housing market failure, todemonstrate the importance of team mode government regulation. Use of welfareeconomics, argumentation government through subsidies and tax two way for the wholesocial wealth redistribution, in order to increase the marginal utility of money, so that thewhole social welfare total rise.The second part, the British, German and Hongkong public housing system on thereview. The German public rental formation and status, related regulations and policies aswell as the Hongkong public rental housing type and application for the qualification ofmanagement studies, for the improvement of China’s public housing system to offer drawlessons from a meaning.The third part, through the public rental housing construction land, capital of twoelements as well as public rental housing management problem analysis, research how tomaintain our country public rental housing market sustainable development. In the supplyof land, analysed the reason of supply deficiency, discusses the collective land forconstruction of public rental various mode. In fund raising, enumerates the main source offunds, analysis of the current financing means, then lists the ABS financing mode and PPPmode, to broaden the financing channels provides a possible approach. For public rentaloperations and management, put forward to establish professional body responsible for theadvantage, and then listed the Shanghai experience for reference.The fourth part, through the above lists and analysis, put forward the policysuggestions on future models, do the planning. Finally, a summary of the whole text, pointsout the shortages.
