Since the reform and opening up, China’s agricultural development has made remarkable achievements, but the large-scale use of traditional agricultural production patterns and fossil energy makes agricultural sources of greenhouse gas emissions continue to rise, seriously hampered the development of modem agriculture. The rise of the low-carbon economy, provide ideas and countermeasures to solve agricultural greenhouse gas emissions. Therefore, to carry out theory and practice of studies on low-carbon agriculture characterized by low consumption, low emission, low pollution will contribute to low-carbon agriculture rational planning and forecasting, and also provide a theoretical guidance of relevant policies and regulations and practice support.Based on the background of global climate change and our carbon emission reduction pressure, seek low-carbon solutions from our agriculture development. Main research contents contains:(1) Studies on the theoretical basis of the development of low-carbon agriculture. Developing low-carbon agriculture should have a support point and also need some theoretical basis. Based on agriculture-related theories formed in the process of agricultural development conduct in-depth analysis of its connotation and characteristics. These theories include:ecology and agriculture, sustainable agriculture theory, the theory of ecological agriculture and green agriculture theory. According to the analysis of these agricultural theories, review and summarize the connotation and features of the low-carbon agriculture(2) Studies on practice of the development of low-carbon agriculture This section includes the contents of the two aspects. The first study analyze the overseas development of low-carbon agriculture practices, Concentrating in comparative analysis of agricultural greenhouse gas management and related support mechanisms, agricultural greenhouse gas management related to CO2emissions management, N2O emissions management and CH4emissions management; support mechanisms--governmental organizations, international organizations and non-governmental organizations. What the above analysis tells us is that:the development of low-carbon agriculture abroad, carry out efficiency improvements or methods improvement based on past or existing unreasonable condition in natural agriculture and petroleum agriculture,and through the development and use of market forces, combined with (industry) carbon exchange markets at other areas, develop agricultural carbon sequestration and carbon trading。Again is the analysis of the main factors currently affecting China’s low-carbon agriculture based on the status quo of China’s agricultural development, these factors mainly contains:aspects of the concept; technical factors, management factors and institutional factors. Analysis of these factors, combined with foreign experience in the development of low-carbon agriculture revelation provide a realistic basis about the path of research and institutional innovation research below(3) Studies on the idea and countermeasures of low-carbon agricultural development. Based on the above study, this paper provides the main path of the development of low-carbon agriculture:improve rural education and service system carry out technological innovation, and system innovation. Lastly, from the perspective of system innovation, focus on analysis of China’s development of low-carbon agricultural policy measures, including low-carbon agriculture market mechanism innovation, innovation in the property rights system of agricultural resources, the agricultural low carbon financial system innovation Fiscal policies of agricultural low-carbon innovation and agricultural low-carbon Construction of the legal system.
