In China,the government to establish and create a technology innovation mechanism and the environment in order to guide enterprises to produce low carbon.And play a role in in the provision of funds,regulatory responsibility,taxation,industrial policy and other aspects.Government has formulated a series of related policies and regulations in order to guide businesses to produce low-carbon transition.However,the low carbon technology innovation in the short term has high cost and low yield characteristics,that force companies to stop the transition to low carbon production.And local governments to ensure that the growth target to complete,so there is a relaxation of regulation.The enterprise only passive coping with government forces if the government to take the punishment.Sometimes,enterprises just in order to obtain government preferential policies and financial subsidies,it can not stimulate their enthusiasm for low carbon technology innovation,if the government through the project incentives.In addition,because of the different enterprise industry's characteristics,product manufacturing process manufacturing process,the sense of leadership,market demand for low carbon products,low carbon technology innovation cost is different,so it leads to the enthusiasm of low carbon technology innovation is also different.Enterprise as the main body of low carbon technology innovation,Reward and punishment are often used in encouraging enterprises to encourage technological innovation.The government usually takes the enterprise carbon emissions as the main standard when rewards and punishments to the enterprise,this kind of reward and punishment basis is reasonable?To guide the enterprise low carbon production at the same time whether it will have a bad effect on the development of enterprises?It has been a key issue plagued government about the government how to develop a reasonable and effective strategy to guide the enterprises in different industries in the field of low carbon production according to the social low carbon demand and the fact of the enterprise.First,the internal and external factors that affect the low carbon willingness of enterprises are analyzed and the relationship between the internal and external factors is analyzed,which has been clear about how the government impact on the willingness of low carbon production by Monitor and supervise the internal and external environment of the enterprise.The classification of industrial enterprises in China by using four methods of analysis.In depth analysis of the theory.The second stage,for the enterprise's previous data in the evolution of the game process to make the key parameters estimation of the behavior decision and screening companies with strong low-carbon innovation ability to give low-carbon financial subsidies to low carbon.And then,the complex of low-carbon technology innovation system is analyzed.A dynamic timed game model is established and the influence of government decision-making to time characteristics of enterprise low-carbon technology innovation system is analyzed according to game state and game formation mechanism between government and enterprise in different periods and different stages.In this decision-making game which is between governments and enterprises regarding to the behavior of low carbon technology innovation,the object function in certain period is based on current game state and the game result for previous progress.After that,set up the enterprise objective decision-making model under the dynamic game and government objective decision-making model under the dynamic game.The government's low carbon regulation will directly affect the behavior of low carbon technology innovation decisions,this business is to maximize profits for the purpose to organize the production of enterprises.The government goal of low carbon economy and environmental protection responsibility requires a steady increasing of enterprise's sales in certain amount emission per unit,or stable steady decreasing in emission per unit amount of sales.This requires constant low-carbon technology innovation.Based on this,it gives the level of economic development and low carbon technology maturity stage indicators,and the indicators to judge the enthusiasm of low carbon production enterprises.And give the government policy regulation guidance according to the judgment result.Finally,the double integration path selection method is given for guiding low-carbon regulation.The application simulation is verified based on the data of some enterprises investigated in Anhui Province.Validation results show that the low-carbon regulation path is reasonable.So that government could establish scientific and suitable policy guiding enterprise low-carbon technology innovation in low carbon environment.The cultivation mechanism of low-carbon technology innovation ladder is formulated in the evolutionary game process parameters estimation according to the low carbon funds to be invested,the change of low carbon index and the actual development of enterprises.The establishment of the model provides a basis for the government to make more reasonable guide the enterprise's low carbon technology innovation under the low carbon environment,for the government to guide enterprises to find a suitable green and healthy development to provide help,to take the road of sustainable development of China's low-carbon production and have certain reference significance.It provides a basis for the government to select,regulate and guide the enterprises to carry out low carbon production,and accelerate the process of the transformation path of low carbon
