With the advance of science, more and more families have their own cars, which has caused traffic jams, worsened the air pollution, as well as increased the green house effect. It has become a challenge to the urban living environment. People start to realize that the approach to solving the traffic problem is to develop public transportation. Bicycling is one of the effective ways. At abroad, public bicycling has been tried in many cities and has achieved desirable results. In China, some cites begin to carry out the idea of sustainable development of transportation so as to promote the widespread use of public bicycles.To shift the bicycle from an individual transportation tool to a public transportation tool is one of the important policies and acts to implement the prior and sustainable development of public transportation in cities. However, there has been relatively little theoretical research on bicycles as a public transportation tool in domestic academic circle, so is the application research. Aimed at filling in a gap in relevant theories, the research on the application of bicycles as a public transportation system also tries to complement and perfect the theory and practice of the integrated traffic planning in cities.Through the analysis and comparison of successes and failures on public bicycle transportation system in Euro-American countries and China, this paper probes into the guarantee mechanisms on promoting the application of public bicycle transportation system. Through a survey on trial operation of Hangzhou’s public bicycle transportation system, we analyze the planning project of public bicycle transportation system and put forward some suggestions on the development of it and road construction, with the hope of offering some novel ideas to better implement the sustainable development between public traffic and environment.
