Execution Of Kunming Electric Bicycle Management Policies

Like many other cities in China, Kunming is facing difficulties in administrating electronic bicycles. Generally speaking, the difficulties including production, selling, traffic management and recycling of waste batteries would involve administrative responsibility of many government departments. Meanwhile, since electronic bicycles have become one of the most essential transportations for the majority of Kunming residents, the failure in its efficient management would cast hazard to the social security. Although the "Regulations of Administrating Electronic Bicycles in Kunming" has been enforced since January1st2012. due to constant hindrances during its enforcement, so far the policy has been unsuccessful in realizing its goals with an inconspicuous outcome. Therefore, this article will look into the problems occurred during the enforcement of the policy of electronic bicycles management at first, then apply a systemic analysis mode to find out the critical changes that affect the enforcement of the policy, and finally will raise feasible suggestions on the administration of electronic bicycles with appropriate policies scientifically instructing practice. The innovative point of this article is to stand in the shoes of the policy targeting groups and focus on the acceptable factors that affect the policy implementation and eventually to provide the Chinese government with new perspectives on enhancing the capacity of enforcing policies.
