Research On The Integration Of CZT City Group

Along with the revitalization of the regional planning and adjustment of regional development strategies, the integration of urban agglomerations has become a center of regional economic development in China. As the first domestic area which began economic integration consciously in China, CZT city group has experienced nearly30years for its integrated. From pattern "3" to pattern "3+5" and from regional integration to "Resource-saving and environment-friendly society (two-oriented society)", development of CZT has achieved a qualitative leap and it has obtained remarkable result. This is not only due to its own unique advantages, but also exploration and efforts made by CZT. In fact, there are many other city groups which are similar to CTZ. Polycentric structure is the most significant feature of CTZ while "two-oriented society" is the most important label. And the ultimate goal of CTZ is integration. Integration of CZT based on "two-oriented society" undertakes the task of economic development and reform, therefore, research about development mode and path of CZT is of great practical significance.On the basis of literature research and field research, this essay straightens the integration development process of CZT. Also it carries on analysis and evaluation on the present situation and points out the essence connection between integration and "two-oriented society". The risen of CZT outlines a development path of integration. Regional planning, system and mechanism are the breach of integration, and hierarchical diffusion is the propulsion mode of integration. It forms a framework composed of management system, coordination system and evaluation system. Currently, development of CZT is still faced with disorder on system, mechanism, technology and legal dimensions. In order to deepen the reform of integration, CZT still need to make adjustment and transformation. Finally, from the perspective of regional public management theory, this essay puts forward relevant countermeasures and suggestions about integration development and "two-oriented society" construction in CZT.
