Evaluation On Performance Of Housing Security Policy In Urumqi

In any one country or region, housing problem is not only an economic and social problem, but also an important guarantee of building a harmonious society and promoting the development of social fairness. Currently, the government has introduced some management methods of housing guarantee and policy measures, there are many problems and deviations in the process of policy implementation, because the housing security system is still in its exploration and development stage in China. The establishment of housing security policy is a fundamental work, and the implementation effect directly affects the development of housing security system. To evaluate the performance of housing security policy, we should research from the operating effect of the policy to decide the adjustable direction, in order to provide a specific theoretical basis for improving the housing security policy.In reference to some methods and experiences of the performance evaluation by the former researchers, this paper summarizes systematically the present situation of research and theoretical basis about the housing security policy at home and abroad, combines the methods of qualitative analysis with quantitative analysis to evaluate the performance of housing security policy in Urumqi. First of all, from the housing supply,economic effect and social effects,the use of qualitative analysis to evaluate the performance of housing security policy in Urumqi; Second, according to the implementation objectives and tasks of housing security policy, drawing on the research achievements by former researchers,the paper construct the system of performance evaluation on housing security policy, and determines the weight of the index system by the Entropy Method to evaluate dynamically the performance level of housing security policy in Urumqi.Finally, on this basis, it study the key influencing factors of performance level on housing security policy by grey correlation analysis method in Urumqi.The results show that, in general,the performance of housing security policy of Urumqi showed a positive development trend from2007to2010, the housing supply is better than before, however,the implementation effect of housing security policy is not very satisfactory on economy and society, the results are identical with qualitative analysis results. This article find the key influencing factors of performance level on housing security policy by the grey correlation theory in Urumqi, and divide them into the four levels. Consequently, combining with the specific situation of the study the paper provides a series of suggestions on enhancing the performance of housing security policy.
