Hunan Province Urban Housing Security Policy Research

The housing problem is a worldwide problem, it is always a problem. Chinesepresent stage of economic development, food warm for most of people are not aproblem, the housing problem has become the focus of people ’s "top priority ". In thepresent industrialization and urbanization development, China ’s urban populationgrow with each passing day, and the phase is accompanied by the rapid developmentof the economy and town dweller income gap is widening, the real estate industryprosperity and development of the urban low-income groups to purchase, leaseappropriate housing. In order to solve the housing problem in this part of the crowd,China after long time exploration reform, formed a set of more perfect policy of urbanhousing security.Based on the study of China’s housing security policy development andimplementation effect based on the analysis of urban housing security policy, therelevant concept and theory, to explore the clear concept and theory support,combined with Hunan housing security policies in the process of implementation ofeffect, the paper points out that the government in the formulation andimplementation of housing security policies is insufficient, put forward thecorresponding countermeasures and suggestions, in order to improve and perfect thepolicy of housing security in Hunan.This paper analyzes the reasons of the existence of Hunan current housingsecurity policy issues and the causes of these problems, at present Hunan housingsecurity object generalization, coverage of small, uneven development, lack ofsupervision are three policy, the main reasons are: the urban housing security policieslack of legal support; fuzzy urban housing security policy orientation; urban housingsecurity weak policy implementation; urban housing security policy is not perfect; theurban housing supply over the market; the access and exit and operation andmaintenance difficult management etc.. These problems in some developed countriesor regions of the housing development process also appears, therefore the successfulexperience of the United States of America, the Singapore and Hongkong housingguarantee for the development of relatively perfect countries or regions are analyzedand compared, Hunan should change the housing policy stability, level should payattention to the housing security, we will vigorously develop the housing finance andto strengthen the government in housing security in the leading role of enlightenment, the experience is the reform and improvement of housing security system in Hunan.The author thinks that the reform and improvement of the Hunan urban housingsecurity should follow the principle of market orientation, appropriate securityprinciple, dynamic adjustment principle and multi-level form the principle of security.Along this line, the perfect urban housing policies and regulations, intensify efforts toimplement the housing security policy, improve the housing rental market economicpolicy, and puts forward the corresponding countermeasure development of housingfinance, to strengthen the affordable housing allocation and management, theestablishment of dynamic housing adjustment mechanism, in order to constantlyimprove housing security policies Hunan.
