The implementation of affordable housing can make up for the shortcomings of the market economy, safeguard social stability and unity to promote the real estate market and the healthy development of the economy. Today, affordable housing has increasingly become one of the focuses that draw attention from all walks of life in the society. It is also the hot spot in the study of the real estate. However, more and more problems emerges in the running of affordable housing, which even arouses a lot of social conflicts. In recent years, gradual transition from housing to the affordable housing system is carried on in Xiangtan, but inevitably some problems appear, like bad implementation of preferential policies, shortage of housing, most low-income people's inability to afford the high prices and so on. At the same time, some difficult problems exist in Xiangtan, which are different from those in other cities. These issues go against the economic policies of the original intention of housing, resulting in adverse social impact. There is an urgent requirement to re-think our existing urban housing security system in a full range. Therefore, the affordable housing policy research is of great theoretical and practical significance.On the topic of affordable housing, this paper gives an overview of the basic situation of affordable housing policies application, and analyses, in particular, the problems of affordable housing policy in Xiangtan. Based on the foreign experience, the paper puts forward a sound suggestion on affordable housing policy. This paper includes four parts: firstly, introduction gives a brief introduction of current affordable housing policy, the significance of the theory research and the structure of the research; Chapter 2 is on the economic policies outlined in the housing, including affordable housing concepts and features, the theoretical basis and the main function of the policy; deals with the background and evolution of China's affordable housing policy and development, and through the study of extra-territorial housing security system, enlightenment is gained. Chapter 3 lists the implementation situation and existing problems and issues of affordable housing policy based on current situation in Xiangtan. The analysis is mainly of the social Lack of security, from game theory and policy analysis of the effect of error due to different points of view, so the shortcomings and defects are pointed out. Chapter 4 is the right remedy to solve the problem. Through thinking, in general, the measures and recommendation of the reform and improvement are given accordingly.Finally, the conclusion is the summary and outlook on affordable housing policy. In the implementation process of affordable housing policy, some problems go against the original intention and have had a great negative impact. The affordable housing policy has been incompatible with goal of housing security. We must make necessary and feasible system reform in order to effectively solve the housing problem for low-income families and make a harmonious socialist society.
