The burden of long-term care becomes more and more serious in many countries with the increasing aging. Many countries choose to establish long-term care insurance to alleviate this problem. Currently, the main mode of LTCI is the commercial long-term care insurance which represented by United States and socialization long-term care insurance represented by Germany and Japan. In China, The number of disabled elderly people also grows very quickly. Latest data shows that urban and rural parts of the country in late2010and full disability with approximately33million elderly people, accounting for19.0%of the overall elderly population. The number of completely disabled elderly people is10.8million, accounting for6.23%of total elderly population. At the same time, smaller family structure, more and more elderly that living alone, increasing care cost and other problems made long-term care issues enormous. In recent years, government and scholar start to research the possibility of establish of LTCI in China, and the primary issue is to choice suitable mode.In this paper, I take Shanghai whose aging problem is the most serious aging as the model to research the suitable model of LTCI for China. After the international comparison between the two development models of long-term care insurance of the United States, Japan, Germany, I take it as a starting point, analyses existing long-term care models. I found that there are many differences between the two models. In order to find out the attitude of retirees and workers about LTCI, I launch investigation to get the related data. From the investigation, we find that demand of the LTC is very serious and the employees are tends to participating in social LTCI. Combining these studies, I select social LTCI mode as the direction of Shanghai. I then start to design the three parts of long-term care insurance in Shanghai, including financing methods, payment methods, and management methods. For the core part-payment methods, I take an emphasis study. Finally, I proposed some advices about how to promote long-term care insurance.
