Since the propulsion of the power system reform of our country, power generation enterprises and power grid enterprises the two original power system of brother departments become the buyers and sellers in business activities. With the continuous progress of the electricity market reform, especially when the concept of "ancillary services" has been proposed, the long-term relied on executive orders forced power generation enterprises to provide free power of spare capacity to power grid enterprises will no longer be a "free lunch". Power grid enterprises need to buy their spare capacity in the electricity trading market from power generation enterprises. With the continuous expansion of the scale of power grid in the future and the requirement of improving the electric power quality made by the government and the society, the expenditures for the purchase of spare capacity will be more and more, the pros and cons of spare capacity management will directly affect the quality of the operating conditions to the power grid enterprises.This paper is going to research and analyse problems in the spare capacity management of China Southern Power Grid (CSG), the necessity to strengthen the management and to propose three workable levels of spare capacity classification methods and the size calculation methods for CSG. It summarizes the current successful spare capacity operation of foreign electricity power market combined with the grid spare classification created by domestic and foreign scholars and the summary methods of calculating spare capacity, combining the characteristics of CSG. According to the cost analysis of different types of power plants providing spare capacity in different time, it proposes suitable management mode of power plants spare regulation for CSG. And in the light of the CSG users’constitution, it also analyses the users participating in emergency control cost and feasibility, and based on this, sums up the key problems and restrictive conditions of users participating in emergency control. On the basis of theoretical analysis, in view of the power generation side provides spare capacity, this paper takes one branch of CSG as an example and compares the power grid spare capacity in a load point with the spare capacity of current management mode by using risk index method. It is concluded that using the science methods to analyse spare capacity dynamically, can greatly reduce the grid spare capacity reserve, so as to reduce the cost of purchasing spare capacity. According to the user side providing spare capacity, this paper analyses the dependence on electricity by various industries in the China Statistical Yearbook2011, using electricity valuation model based on input-output method, comes to a conclusion that we can consider industry types of the user side’s spare capacity regulating.After the research and analysis, this paper proves that using scientific methods (based on risk index method, for example) for grid analysis, can meet the safety requirements in the premise of grid greatly reduce the spare capacity reserve. Meanwhile, with the introduction of the user side spare and the calculation methods of statistics can determine the highly correlated industries with the electricity power supply, and it also can screen the types of industry to provide the user side’s spare capacity.
