The transfer of rural labors from agricultural to non-agricultural industries and from rural to urban areas is an inevitable course during urbanization in almost every country. With the increasing pace of industrialization and urbanization, rural surplus workforces have flooded into the cities, becoming a special social group which is important for the economic development of China. Meanwhile, as the binary social security system relies more upon the urban social security, its weakness in protecting their rights is becoming more and more evident. There is a deep gap between the insufficient social security the migrant workers are getting and the wealth they are creating. With the continuous progress of industrialization and urbanization in Kunming City, some agricultural land will be inevitably turned into non-agricultural land. Given that my job involves labor security for the grass-roots, the employment issue for migrant works seems very crucial to me.Besides the political restrain, migrants seeking for employment in the city are also constrained by some non-political factors, while the latter is posing more influence. However, our unemployment insurance system for migrant workers is confronting severe challenges both legislative and practical. The system is also immature at theoretic level, and has become one of the major factors confining the development of current social security system for migrant workers. Therefore, the study on the unemployment insurance issues shows great significance both practical and theoretic.As a result, based on domestic and foreign experience, this article mainly studies Kunming’s unemployment insurance during urbanization with detailed analysis on the connection between urbanization and unemployment insurance system. It tries to analyze the current situation and existing issues of unemployment insurance system for migrant workers in both Kunming City and China, by attending to basic theories related to migrant workers, urbanization and unemployment insurance system. The article also compares the insurance system with those have been implemented during urbanization of Beijing and Shanghai, so as to further analyze the necessity and feasibility of the development of the system. On that basis, this article proposes the basic concept and project design that the unemployment insurance system for migrant workers should focus on one target, aim at diversification, and create a relatively independent unemployment insurance system for migrant workers with multi-class and multi-layer structure. In addition, the article gives its political suggestions for the implementation, administration and subsidiary mechanism of the unemployment insurance system.
