This paper analyses the development of post-evaluation at home and abroad, and discusses the significance of post-evaluation, especially environment-affected post-evaluation, in the management of a power-plant project. Furthermore, it introduces the basic contents and ways of the thermal power plant project which impacts post-evaluation, and conducts a qualitative or quantitative analysis of the environment, economic and social effects of Jingdezhen power plant’s new project. First of all, the author constructs the index system of environment-affected post-evaluation of Jingdezhen power plant after the analysis of its situation. Next, the weight of each evaluation index is determined under the guidance of Delphi method. Later, with the help of the multi-level fuzzy comprehensive evaluation model, it carries out an environment-affected post-evaluation of Jingdezhen power plant’s2X660M W project. Then, according to the analysis, efforts is made to find out the effect of atmosphere, water, noise on the surrounding and the treatment of solid waste in the newly constructed project. Finally, the paper makes some suggestions to help the improvement, strengthens the management system of environment, and establishes an effective environmental monitoring mechanism after the research of the most advanced technologies and methods at home and abroad, with the purpose of improving the investment benefit by the update and transformation of equipment and virescence of plant area to reduce the effect of pollution. This paper applies multi-level fuzzy comprehensive evaluation model to environment-affected post-evaluation of power plant, and puts forward the index system of environment-affected post-evaluation of its project and the methods of determining index membership. In the end, the paper makes a comprehensive evaluation of project, hoping to provide a reference and example to the later environment-affected post-evaluation of similar projects. |
