:In recent years, natural disasters, such as hair, floods, storms, earthquakes and other disasters caused huge losses, the rapid development of community has also brought some problems, various types of emergencies occurred frequently, the degree of harm and effecting are also gradually intensified, leading a tremendous threat to people’s lives and property, good preparation for emergencies in the pre-disaster and rescue after disaster can reduce hazards to a minimum, the quickly delivery of emergency supplies to disaster areas is very important for the rescue work.How to make effectively respond for natural disasters and emergencies has become a hot topic. At the same time, when unexpected events occurred, where it occurred and Sphere of influence makes emergency research has become extremely complex. Many domestic and foreign scholars had made a lot of research on emergency logistics for emergency location problem.The main work of emergency logistics is to determine the storage location of emergency supplies, make sure the emergency supplies can quickly be delivered to the disaster area, and minimize the losses of the incident. This paper analyzes the characteristics of emergency logistics, the common positioning model and their advantages and disadvantages, emergency logistics research of domestic and international, characteristics of domestic emergency, the American Storm as the background, considering the needs of different types of emergency supplies, different types of emergency storage facilities, the objective of the model is minimizing time and cost based on historical data of the U.S. storm, the results were analyzed, and finally pointed out the Inadequate of the model and the directions of research.This paper analyzes the characteristics of emergency logistics and the U.S. hurricane, problems of emergency logistics location.The main contents are summarized as follows:(1) Modeling based on the original emergency logistics location model which the objective is minimizing the fee, we add the time factor, in order to minimize the time of emergency supplies shipped to the affected region, which ensure that the rescue work can go on promptly, this reflects the features of emergency logistics "radical".(2) Considering that the actual capacity of the road network is not unlimited, so adding constraints on capacity, the flow of traffic cannot exceed the maximum capacity of the network. If the amount of traffic is too much, vehicles cannot travel, so the materials cannot be transported to the destination, solving the model with LINGO.
