This article, which is in order to evaluate the rationality of Baibi Townplanning, use the software ENVI4.8,ArcGIS9.3, Fragstats3.3to deal with BaibiTown’s remote sensing image of2000and2010years and Baibi Town (Andong newdistrict) land use plan (2030year) and extract land use information to gain the2000year to2010yea and the2010year to2030year land-use transfer matrix. Basing onthe land-use transfer matrix, it analyses the land use changes and the landscapepattern spatial changes of Baibi Town. And then, it gives a qualitative evaluation ofthe30years land use changes of Baibi Town. At the same time, it analyses thelandscape pattern change which is caused by the land use change and appraises therationality of Baibi Town planning with the results of the comprehensive twoaspects.Specific conclusions are as follows:30years from2000to2030, the largest land use change rate of Baibi Town isconstruction sites, followed by arable land, unused land and waters.10years from2000to2010, in Baibi Town the jade arable land have the largest decline, whichcomes to11.57%. And the largest increase is in unused land, up to9.88%. This ismainly because the Baibi Town in this10years to carry out the development ofurbanization thinking. Coupled with the introduction of Andong Park planning, a lotof arable land had been requisitioned, but the completion of the Andong Park will takesome time. So, the Baibi Town forms a large area of unused land.20years from2010to2030, the cultivated area decline continues to increase, reaching50.02%, and thechanges in magnitude close to5times of the10years from2000to2010. While theincrease extent in construction land reach to37.47%, which is35times of the10years from2000to2010. The main reason is that before the planning carried out thetown is less affected by the policy factors and it has a slow process of urbanization.The urbanization process is leaps and bounds in the implementation of the plan. Sothis is in favour of creating enough space for environment, material resources, socialand economic infrastructure conditions and to construction of Baibi town became thetarget area of high-speed Beijing-Guangzhou Passenger Railway Line station andAnyang City Xindong industry cluster. The landscape level index analysis shows that from2000to2010and then to2030year, the whole landscape fragmentation degree of Baibi Town is after the first presentdeepen reduce trend;The advantage degree level is after the first decline on improving trend;The diversity index roses at first and lower after。This is mainly because of humanactivities and policy factors which leading to a huge impact on landscapepattern.After Andong Park planning complete the implementation in2030, thelandscape pattern of Baibi Town will have dramatic changes. First of all, thecultivated type will be disappeared and the new landscape types of woodland andgreen space will appear. Secondly, in the four langscape types of construction land,woodland, green space and waters, the construction land has the largest indexies ofPLAND, LPI and AREA_MN. This indicates that the construction land has the lowestdegree of fragmentation,and the form of large class block exist, as well as a highdegree of advantage. however, However, to consider the ecological effects ofconstruction land, such a large area of construction land is not conducive to the city’secological construction. But considering the lack of strong socio-economicindicators,the article only gives qualitative analysis.In addition, when the planning is completed, woodland, green space which has ahigh ecological effects, have their own langscape pattern distribution as followingcharacteristics: green land has the most serious degree of fragmentation,and itsdominance is also the lowest; They are both have a regular shape. This is mainlybecause of human planning. AndongPark gives full consideration when planningurban green space and floor area ratio, but the landscape pattern of the green land isnot advantage. This will cause less ecological benefits of green land. And the greenspace’s ecological functions can not be given full play. In this point, it isrecommended to make full use of landscape ecology principles in the implementationof the planning process, and make adjustments to the spatial pattern of the greenlandscape.
