Urbanization in rural areas is importantly covered by the17th Reportof Communist Party Congress. In the process of vigorously constructingeconomic zone of central plain in Henan Province, three coordinatingroads is a priority. The construction of new rural community andchoosing urbanization is necessary choices, which is also essential forreviving economy, and one of effective ways to solve Sannong problemsand realize rural development.According to histories of domestic and overseas’ urbanization, thedevelopment of urbanization is closely related to the existence of land.How to manage land using affects profoundly the process of urbanization.With the development of urbanization, problems about the use andmanagement of land appear, such as large number of occupation ofcultivated land, serious waste and inefficient use of land, damage to theinterests of farmers and so on, which will hinder the sustainabledevelopment of urbanization. Therefore, to explore the management ofland using, countermeasures and creative management mechanism in theprocess of urbanization is significant to comprehensively promote theurbanization.As we all know, China is the world’s most populous country,carrying22percent of world’s population with less than10percent ofworld’s arable land. How to properly handle the land acquisition and arable land protecting is confronted now and troubles the Chineseauthorities. With a brief introduction of the protection of arable land andland acquisition and analysis of the problems related to land during theprocess of Chinese urbanization, the paper tries to expect the trend of thepolices of land acquisition and protection in China.This thesis is broadly divided into the following sections:The first part is the analysis of related concepts about urbanizationand land acquisition and protection and the related references. It includesthe analysis of the basic definition of urbanization and accordinglymeasuring standards and the development trend of urbanization. Based onthis, related theories and research of land acquisition and protection byscholars are demonstrated.Through a discussion about the relationship between land acquisitionand protection during the process of urbanization, the second part pointsout the existing problems of current acquisition system and weakness ofland protection and current situations about the general trend of arableresources and land quality, which leads to a conclusion that landprotection still needs more attention.By detailed analysis of the existing problems of land acquisition andprotection and the effect of current policies of land protection, the thirdpart recognizes the facts that there is serious waste of land resources, fastincrease of land acquisition, fast decrease of arable land, the small portionfor public utilities, lack of transparency in the process of land acquisition and effective protection of landless farmers and some unstable socialfactors during the process of land acquisition.The fourth part focuses on the reasons causing above mentionedproblems, which includes: special circumstances of our nation, theconflict of planed and market economy during the transitional period, toomuch administrative intervention, conflicts between farmers andgovernment, unclear systems of collective land properties, lack of definiteproperty right for famers, lack of related laws, lack of reasonable landacquisition system and so on.In order to maintain farmer’s right and secure the land resources, thefifth part provides some specific policies of land acquisition andprotection in the process of urbanization with the intention of building areasonable land system and laws to solve the irreconcilable conflictsbetween acquisition and protection of land.
