Research On Cultivated Land Protection Ode In Rural Land Comprehensive Renovation

As an important way to increase quantity of cultivated land, improve the quality of cultivated land, improve rural production and living conditions and ecological environment, promote scale management of agriculture, industry cluster development and the development of modern agriculture, ensure food security in major initiatives, land comprehensive renovation is an important way to accelerate the process of urbanization. Cultivated land protection is always a basic national policy of China, but China’s cultivated land protection performance is not significant. Cultivated land protection Mode is single, which focus on quantity, not quality, cultivated land protection can not be effectively carried out. Therefore, rural land remediation practice in Zhuzhou city as a platform to explore the problems of the protection of cultivated land, get rid out of the traditional one-sided emphasis on the protection of the quantity cultivated number model, this paper analyzes the cultivated land protection mode suitable for land comprehensive renovation in Zhuzhou City.Based on the meaning and characteristics of land comprehensive renovation and the basic theory of integrated land improvement and protection of cultivated land, this paper made a summary of cultivated land protection policy in china, followed discussed the cultivated land protection mode in three typical regions which are intensive agricultural region, ecological environment in vulnerable areas and highly urbanized areas. Then on the basis of analysis about the cultivated land quantity and quality of Zhuzhou city, the paper selected nine typical projects which were reviewed and approved from2009to2010in Zhuzhou city. In the background of the land comprehensive renovation, based on "DPSIR" model, the paper analysis the influencing factors of cultivated land protection from the driving force, pressure, state, impact and response. According to the factor analysis method, combined with SPSS17.0software, this paper obtained the influencing factors for cultivated land protection, including the four factors of the inputs and outputs, governmental action, cultivated land protection policy, and scientific and technological progress.Based on the research of cultivated land conservation status and influencing factors, the paper try to build a model framework of cultivated land protection suitable for Zhuzhou city in the comprehensive improvement of the rural land. That is the trinity of modern agricultural development, ecological environment governance and infrastructure improvements. Further, this paper analyzed the feasibility and realization of the trinity cultivated land protection mode that including modern agricultural development, ecological environment governance and infrastructure improvements. The paper put forward the measure for cultivated land protection mode in the comprehensive renovation of rural land.
