The Research Of The Work Quality Improvement For RZ Institute Of Metrology And Testing

In modern times metrology has turned to be an indispensable technological foundation long time ago.The year of1963saw the convening of General Conference of Weights&Measures, in which International System of Units applying to any field of science and technology has been established.This marks the beginning of the modern metrology, which involves in various areas and aspects of national economy and social development. Measure detection is regarded as one of the three pillars of modern production.At present, RZ Institute of Metrology and Testing conducts metrology testing according to Quality Manual and Procedure Documents, which are compiled in accordance with JJF1069Rules for examination of legal metrological institutes and CNAS-CL01Norms for the competence approval of testing and calibration laboratories and also refer to the more normative quality management system for similar laboratories. Although RZ Institute of Metrology and Testing has gone through several internal and external audits and management reviews, rectification measures aiming at solving the problems discovered in these audits can not turn out as people expect. This leads to inconformity items appearing repeatedly in the internal and external audits. This shows that there are still lots of problems in quality management in RZ Institute of Metrology and Testing. This paper adopts quality management theory and research methods to discover problems and find relevant measures to improve the quality management of the Institute.In this paper, not only certificates and reports issued by metrological techniques organs but also their custom services are regarded as products. Quality control methods used in both manufacturing and service-oriented enterprises will be introduced to improve work quality in metrological techniques organs. Quality improvement in RZ Instite of Metrology and Testing will be dealt with in such two aspects as the quality of certificates and reports and that of customer services. Firstly, major quality problems will be found through the sample check of certificates and reports and through statistical techniques for quality analysis. Secondly, Customer satisfaction survey and statistics analysis of the survey findings should be carried out to find out the problems. After cause analysis, corrective actions and preventive measures are put forward to solve the problems.In this paper, the theory and method of total quality control is also used to make multianalysis of verification and calibration, so as to ascertain that the maintenance of measurement standard plays great impact on the work quality of metrological organs. To ensure that the maintenance of measurement standard is effectively carried out and also plays its role, the author of this paper attempts to improve the work quality of metrological organs with the help of the explicit responsibilities of management departments and the clear working procedure of management system.At the same time, the paper will do a statistical analysis of the certificates and reports issued by the metrological organs to find out quality problems, and analyze the causes to make out and implement appropriate measures so as to shed some light on the quality of the certificates and reports. Focus is laid on customers, whose requirement would be analyzed; meanwhile problems occurring during customer service would be also analyzed to discover the causes and then corrective measures are to be proposed. These will do make sense for the increasing improvement of the verification and calibration work.
