Study On Perfection Countermeasures And Administration Circumstances For Metrological Verification Of Xiqing District In Tianjin Municipality

Measurement is a science of measurement,mainly includes three aspects of the measurement theory,measurement technology and measurement management.Metrological verification is a procedure to identify and confirm whether the measurement instrument match the legal requirements,includes three aspects of inspection,marking and showing verification certification.Metrological verification management is not only related to people's life safety,but also related to social and economic development.Metrological verification management is not only related to people's life safety,but also related to the social economic development.Firewood,rice,oil,salt,soy sauce,vinegar,tea in people's daily life all are relevant to the accuracy of electronic scale and other commercial measurement instrument.Phone timing,taxi meter running,the price counting of gas fuel,oil fuel,electricity meter and water meter are related to the justice,fairness and integrity of social development.Measurement and diagnosis of blood pressure,heart rate pulse and so on is closely related to human life and safety.The measurement of power radiation,harmful gas,water pollution and dust concentration is closely related to the safety of production.Therefore,improving the quality and management level of measurement and verification is an important means to promote the healthy development of the economy and to ensure the justice and security of people's daily life.This paper based on the theory of metrological verification and public management,according to the daily work experience,analying the status of metrological verification management in Xiqing District of Tianjin city.The management experience of Xiqing District Metrology Institute is summarized,providing reference for other metrological verification agencies.The common and personality problems of Xiqing District Metrology Institute are analyzed,through the analysis of the development of the measurement system at home and abroad and referencing to metrological verification management experience of the United States,Germany,Japan,Russia,the perfection countermeasures are put forward.Totally have ten main perfection countermeasures,they are: Improving the measurement security and service capabilities,strengthen the metrological supervision and management,researching on measurement technology,carrying out the internal audit of themetrological verification,training to enhance the ability and quality of personnel,implementing lean metrological verification management,through the building of excitation mechanism and the work platform to playing talents role,building people closed to the measuring agency through increasing publicity efforts,carrying out the separation of political and technology to achieving de-administration,accelerating the reform to the totally public welfare institutions.In this paper,the research method and the analyzing process of the Xiqing District Metrology Institute can provide research methods for other metrological verification institutions in China.The perfection countermeasures can afford method support to other metrological verification institutions,improving their management level.
