The Industry Enterprise Quality Credit Evaluation Establishment And Application In Shandong Province

Along with the high speed development our market economy, it brings huge economic benefits to the enterprise, and breeds the quality break faith behavior, such as the production of fake, short weight and not according to standard production, which bringing great harm to the community and consumers and increasing difficulty of supervision for the government. At the same time, with the widing attention to construction of the enterprise quality credit and credit system, it proposed constructing credit system and developing the quality credit evaluation in the the government work report and "Quality Development Program"(2011-2020). Therefore, on the basis of government regulation in the information, it is particularly important on the research of quality credit evaluation of the enterprise and solving the government regulation problem.There are many market behaviors or government acts about quality credit evaluation currently in our country, but it has not been a unified method of evaluation, and evaluation index are not the same. Papers take the qualitative and quantitative analysis for the principle. The research from the perspective of government supervision,and combining the requirements of the generals rules of grading enterprise quality credit(GB/T23791-2009) and the State Bureau of Quality and Technical Supervision NO.464document in2006. Analytical hierarchy process(AHP) in enterprise quality credit evaluation system application is the focus of the research.First of all, the paper puts forword the present problems and analysis the reasons of the influence of the enterprise quality credit, based on research related literature of credit evaluation model, combined with domestic enterprise quality credit situation.Secondly, based on the actual inspection work in Shandong province, establish the enterprise quality credit evaluation system by using the quantitative analysis and qualitative analysis method and AHP theory. At the same time, quantitative every quality credit evaluation index in AHP theory. Based on the quality credit evaluation system,provide the score standard of quality credit evaluation index. Combined the requirements of the generals rules of grading enterprise quality credit(GB/T23791-2009) and the State Bureau of Quality and Technical Supervision NO.464document in2006, puts forward the enterprise quality credit evaluation rating classification criteria.Finally, the paper selects enterprise data about area supervision of A city’s building materials industry, and conducts empirical research. The paper verifies the practicality of quality credit evaluation model primarily. It provides theoretical basis for internal decision-making of quality supervision system.
