Research On Customs Strategies To Deal With TBT From The Perspective Of Collaborative Governance

At present,the international trade situation is tense,coupled with the global economic slowdown,the protection situation of technical trade measures is becoming more and more severe.Dealing with technical trade measures(hereinafter referred to as "dealing with TBT")is a necessary question for Chinese enterprises,and it is of great significance to study how to deal with TBT.In 2018,the national institutional reform was carried out,and the Customs and inspection and quarantine departments were merged.The Customs assumed the functions of inspection,quarantine,certification,accreditation and appraisal of inbound and outbound commodities,and it was the competent department dealing with TBT.As the economic guardian guarding the country,the Customs should actively deal with TBT with the goal of building a high-tech development pattern.To help Chinese high-tech enterprises gain a foothold in the international market.This article explains the meaning and characteristics of technical trade measures,the status quo of development,the impact to our country,compares and analyzes the emphasis of other countries in dealing with TBT,and concludes the worth of our lessons.Starting from the important functions of customs service trade facilitation and national security,this paper compares and analyzes the problems existing in the customs’ response to TBT when the technology and trade working mechanism before and after the Customs inspection merger and when the Customs Technical Trade Measures Research and Evaluation Base(hereinafter referred to as the Technology and Trade Evaluation Base)is not established.Based on the construction of Shenzhen Customs Technology and Trade Evaluation Base,this paper further expounds the relevant advantages of the technology and trade evaluation base led by customs,and constantly promotes the development of technical trade measures.At the same time,through the operation practice of the base,it is found that there are problems such as unsmooth industrial connectivity,imperfect construction mechanism,and defective personnel training.Thinking from the perspective of collaborative governance,the concept of "technology and trade governance" is proposed,and feasible policy suggestions such as strengthening collaborative governance,optimizing top-level design and strengthening team construction are proposed.From the research on TBT to the summary of technology and trade working mechanism,the base construction experience which can be copied and promoted effectively is formed,which provides a new perspective for our customs on the coping strategy of technical trade measures.
