The key of enterprise competition is the core talented. Core talented refers to those whohave a strong professional ability and comprehensive quality in specific industries and enterprise,those people have rich experience in the key position and outstanding work performance, theyhave made great contributions for the development of their enterprise. They are the mostimportant strategic resources of enterprise, they play a key role in supporting the sustainabledevelopment of their enterprise. Therefore, in the process of deepening reform of enterprisepersonnel system, senior managers have been thinking about these problems: how to obtain thecore talented effectively, to form the high-quality and high-skilled talented person team? How toteach students in accordance with their aptitude to cultivate core talented, fully exert theirintelligence? How to culture the core talented individually, to tap their talents fully? How toimprove the loyalty of the core talented, to achieve the development of personal goals and theenterprise goals?The paper focus on the subject of the core talent management. Firstly, elaborated thebackground and significance of this research, the methods this research of and contents, andreviewed the management theory of the core talented in enterprise, formed the theoretical basisof the core talented management system. Secondly,through the studying of the Daqingpetrochemical huajian company’s (hereinafter referred to "huajian company") internaldocuments and the deep communicating with the core talented. This research have analyzed theexisting core talent management system problems in huajian company. Finally, based on thetalent management theory and the analysis of the present situation, this research have designedthe core talent management system of four modules, that is the core talent introduction, coretalents cultivation, the core talent incentive and core talent reserve. These four modulescombine the huajian company’s core personnel management and human resources developmenttogether to ensure the enterprise core talent system construct validity, will eventually improvesthe economic benefit of enterprises, the practice of staff and the purpose of the enterprise todevelop jointly. The object is the huajian company’s core talents, which is based on the realityof the enterprise on problems of the research, and has strong pertinence and actual effect, thehope can give other enterprise core talent management work to provide ideas and inspiration.
