In recent years, the small andmedium-sized survey and design industry has got government support in Guizhou province, thedevelopment of these enterprises is rapid, has made important contributions to Guizhou nationaleconomic and social development. In2012, due to national economic growth has slowed, alongwith the national transformation of economic growth mode and low carbon environmentalprotection, energy conservation and emission reduction policy were put forward, small andmedium-sized survey and design enterprise is coming to a new development period in Guizhouprovince.The survey and design industry is high technology and intelligence intensivemanufacturing services, it plays an important guiding role in the field of construction projectimplementation of the state industrial policy and carrying out the Scientific Outlook onDevelopment etc, the survey and design industry can provide comprehensive technical andmanagement service for the project decision-making and implementation.It also plays animportant role in the transformation of the mode of economic development, energyconservation and emission reduction, and protecting the ecological environment, increasing theinvestment benefit.It is an indispensable link of engineering construction.This thesis has a detailed analysis to internal and external environment of small andmedium-sized survey and design enterprise in Guizhou province, then finding out the restrictingfactors of enterprise development and opportunities and challenges, realizing enterprise’sadvantages and disadvantages,then based on these factors,the thesis puts foeward somecountermeasures of promoting the small and medium-sized survey and design enterprise benigndevelopment from the government level and enterprise level two aspects.Lastly, the thesis takes Liupanshui City Planning and Design Institute of Guizhou provinceas a case, carrying on the detailed analysis to the design institute, finding out the factors ofhindering the development of the design institute, then put forward some strategies to promotethe development of the design institute, the study has a guiding significance to other smalland medium-sized survey and design enterprise in Guizhou province.
