Engineering survey and design industry,as the basic industry of our country,is the industry field of our country's key development and construction.In the early stage of formation,the survey and design industry had high barriers,and most of its business was monopolized by large Design Institute companies.With the development of market economy and the reform of national system,more and more small and medium-sized design companies have participated in the market competition.Small and medium-sized enterprises(SMEs)are an important part of China's national economy.They play an irreplaceable role in promoting regional economic development,expanding regional employment and ensuring social stability.They are also an important force in China's local economic construction.But in reality,the general situation is that SMEs grow fast and decline fast.The key reason is that SMEs do not attach enough importance to talents and their strategic concept of human resources is indifferent.How to change traditional concepts,give full play to the maximum effectiveness of human resources strategy and give full play to the effectiveness of its functional strategy is the biggest problem faced by many small and medium-sized enterprises.In the survey and design industry,small and medium-sized enterprises are facing the competition of large enterprises and even national provincial and ministerial design institutes on human resources.Even if the salary and other conditions given are better than those given by large design companies,they can not attract and retain talents,let alone cultivate talents.Small and medium-sized survey and design enterprises are naturally unable to form sufficient competitiveness in the industry,or even difficult to move forward.S Engineering Survey and Design Co.,Ltd.is one of the representative enterprises.Based on the interview with the management and key employees of s engineering survey and Design Co.,Ltd.,combined with the author's 15 years working experience in the industry,through the analysis of the current situation and existing problems of human resource management strategy,based on the questionnaire and enterprise data,this paper analyzes the internal and external advantages and disadvantages of s engineering survey and Design Co.,Ltd.by using PEST analysis method and SWOT situation analysis tool Potential,opportunity and threat,using the theory of social capital,taking online employees as the core strategy,this paper gives a specific plan to understand and solve the three problems in the human resources strategy of s engineering survey and Design Co.,Ltd.,and gradually forms a competitive talent team,expands its social capital,and has the capital and strength to compete with large-scale survey and design enterprises.MBA thesis not only pays attention to the research of academic achievements,but also should solve the practical problems existing in the enterprise at present,and draw some practical experience and summary through solving the problems,which is the purpose and significance of the author to complete this thesis.By analyzing the problems and solving them,the author hopes that S Engineering Survey and Design Co.,Ltd.can continue to grow and grow,and that it can play a certain role in human resources strategic management of small and medium-sized enterprises in the survey and design industry and even in the national market.
