Research On The Evaluation Of The Cement Enterprise Technological Innovation Capability Based On Date Envelopment Analysis

In the background of energy saving and pollution reducing, industrial structure upgrading, circular economy, building resources saving and harmonious environment society, and building innovation-oriented country, the cement enterprise must adjust the industrial structure, enhance the awareness of technological innovation, improve the technological innovation capability, reinforce the research and development of new cement products and the substitution of raw materials and fuel, and improve the level of environment protection to win the sound development.The article summarizes and analyses the theory related to technological innovation capability, combines process theory and system theory organically, and builds a system model for the evaluation of technological innovation capability. Then it builds a comprehensive and complete evaluation index system for the cement enterprise’s technological innovation capability, which divides the cement enterprise’s technological innovation capability into innovation management capability, innovation input capability, research and development capability, manufacturing capability, marketing promotion capability, and innovation output capability, according to the characteristics of the cement industry, the analysis of interrelated factors of the cement enterprise’s technological innovation capacity, and the principles for setting up the evaluation index system for the enterprise’s technological innovation capacity.Then an empirical research has been done with a typical enterprise to find out the advantages and disadvantages of the technological innovation capability and provide with experience and lessons for improving the technological innovation capacity in the future, applying the evaluation index system and the method of date envelopment analysis(DEA).At last, it provides targeted countermeasures and suggestions for the cement enterprise to make effective strategies to improve the technological innovation capacity, and ultimately eliminate the backward production capacity and realize energy saving and pollution reducing and industrial structure upgrading, according to the result of the empirical research about the typical enterprise and combining with the problems faced by the cement industry technological innovation.
