Along with the continual and deep-going construction of new socialist countryside in ourcountry, how to develop a modern countryside and increase farmers’ income has alreadybecome a issue which needs to be solved urgently, and enlarging farmers’ income is also anecessary step to fulfill their material culture demand which increasingly grows. Since ourcountry’s extensive rural areas will not bring out marketization in short term and from thebasic situation of our country, the government must take macro-control measures to increasefarmers’ income and the financial policy is one of the most important way. At present, thecountryside in China is experiencing a rapid growth period and a large amount of capital is inneed to support this development, nevertheless, the demand would not be satisfied onlythrough the effort of farmers themselves and governments at the grass-roots level, therefore,the government must act in their own capacity to lay down a special fund for rural areasorderly and purposely and promote the sound&rapid development of our countrysidescientifically and reasonably, thus achieve the goal of increasing farmers’ income.This article carried out a study on the relationship theory between financial investment inrural areas and the peasants ’ income and giving full play to the financial investment in increasingfarmers’ income in the process of the function and efficiency. Fist,based on Related literature athome and abroad, determinied the article research ideas and methods;Second this articlecarried The agricultural financial input and the farmers’ income relation theory research throughthe the related concepts further defined;Third,collected lots of data, made a detailed analysis ofthe current situation of farmers’ income and fiscal support on agriculture in Shaanxi provincemainly through the chart analysis method；Moreover, through constructing an empiricalmodel, this article analyzed deeply the relationship between all aspects of the financialsupport for agriculture and the farmers’ income，the Correlation coefficient of agricultural loans,science,technology spending, relief spending, infrastructure spending to the farmers’ incomeis0.7925,0.7882and0.7037,then,found that there is a long-term co-integration relationshipbetween,but the influence of relief spending having on farmers’ income growth is smaller thanothers; In addition, this article revealed the current situation of the fiscal support onagriculture in Shaanxi province, Indicated that not only the investment of fiscal support for agriculture in Shaanxi province is too little,but also there are problems on input structure andinvestment efficiency. At last this article put forward some feasible Suggestions in order toproviding theoretical guidance for the future investment of the financial support on agriculturein Shaanxi province.This paper has made a hard work on this issue for the purpose of making relevantsuggestions to promote farmers’ income through the financial policy. Therefore, this paperhave some theoretical and practical significance at some certain level.
