Study On The Impact Of Fiscal Agricultural Expenditure On Farmers’ Income In Shandong Province

The core of Chinese “ three agricultural problems ” in the present stage is to increase farmers ’income. Shandong province is a major agricultural province in China. How to increase farmers’ income through fiscal agricultural expenditure, is one of the main problems in the process of agricultural economic development in Shandong Province. Using Shandong Province as a sample, There is a very strong meaning that study the effect of fiscal agricultural expenditure on farmers ’income.This paper choose “the effect of fiscal agricultural expenditure on farmers ’income” as the research object. First, The analysis of the condition of fiscal agricultural expenditure and farmers ’income.Secondly, the theoretical analysis of the impact mechanism of fiscal agricultural expenditure on farmers ’income. Finally, Select the data of fiscal agricultural expenditure and farmers ’income, Establish VAR model, Make an empirical analysis by the method of data stationary test, co-integration test, granger test, impulse response and variance decomposition. and then draws some conclusions. Put forward countermeasures and suggestions,to use for reference when the government make decision.The following conclusions in this paper are drawn from the theoretical analysis and empirical analysis:(1) The fiscal agricultural expenditure can increased farmers’ income by method reduce the cost of agricultural production, improve the efficiency of agricultural production, improve rural human capital level and improve the rural social security.(2) The farmers’ income in Shandong province is affected by many factors, and the fiscal expenditure on agriculture has a significant positive effect on the farmers’ income, and the promotion effect is Growing.(3) The contribution rate of fiscal agricultural expenditure on Farmers’ income in Shandong Province is much greater than that of Price index of agricultural means of production,GDP-indexed,Urbanization rate, agricultural production price index. Contrary to the changing trend of Price index of agricultural means of production.(4) The effect of the fiscal agricultural expenditure on farmers’ income is fluctuating. The reason may be related to financial expenditure is not enough, unreasonable expenditure structure and low use efficiency.Based on the conclusion, In order to make the fiscal agricultural expenditure better effect on Farmers’ income, This paper suggests:(1) Appropriate increase efforts of the fiscal agricultural expenditure.(2) Rational optimization structure of the fiscal agricultural expenditure.(3) Perfect management system and improve the efficiency of the use of funds.
