In the recent years, Guangdong No.3construction Bureau, the provincial state-ownedenterprise who has a history of more than40years goes into a period of better and fastergreat-leap-forward development. Its scale merit reaches the new summit time and again. Thevalue of national assets and the income of staff are increasing persistently. At the same time,Guangdong No.3construction Bureau is in the face of both problems and challenges. Forexample, the market competition is more and more furious. Its management level needs to beimproved, and etc. The existence of these problems restricts and obstructs it to reach a higherlevel of development in the new starting point. So, to make a targeted, direction-corrected andpractical strategical programme with accurate guidelines and policy is a critical proposition.For this proposition, the paper analyzes the inner and outer factors affected thedevelopment of the Guangdong No.3Engineering Board by arranging the relevant strategytheory of enterprise, using the “Michael Porter’s Five Forces Model” and “SWOT Analysis”and etc. In the paper, the recent enterprise principles, strategical location and targets, the wayand exact measures to reach the targets will be discussed. And the suitable strategicalprogramme for Guangdong No.3construction Bureau will be drawn up.There are seven parts in the paper. The first chapter is the introduction. It includes thebackground, significance, the method and technical route of the research. The second chapteris the summary of strategic management documents. The following contents are discussed inthis chapter: the concept of strategic management, the main genre of strategic managementresearch, the theory of competition strategic management, the general overview of the processof strategic management and an introduction to the analytical method of “PEST” and etc. Thethird chapter is the analysis about outer environment. The general environment like socialeconomy, the basic features of construction field in China and the market trend, thehydropower construction industry are analyzed in this chapter. Then, on this basis, the papersums up the environment opportunities and environment challenges for Guangdong No.3construction Bureau and makes a comment on it. The fourth chapter is the inner resource andability analysis. It mainly concludes the introduction of Guangdong No.3constructionBureau’s history and present development, the analysis about the resource like qualification,labor and capability of operating, construction and management. And then the paper gives abrief summary about Guangdong No.3construction Bureau’s organization advantages anddisadvantages. The strategy’s establishment is discussed in the fifth chapter. It represents theenterprise principles, strategic location and target. And also, it specifically describes the choice about the main operating industry, area, implementation measures and the creation ofcompetition advantages. Chapter six is about the strategy’s implementation. Through thedescription about definite action and safeguard mechanism of the strategy, the author put thestrategy into definite measures. The seventh chapter is the conclusion. The author gives theconclusion by comprehensively concluding the whole paper.
