The construction industry is traditional foundation in our country, which holds the balance in our country of foundation facilities developments, society development and national economy development. China Railway 14th Bureau Group Ltd. Co. is a huge state-operated enterprise, which has more than 50 years professional experience in civil engineering. Over the years, it has maintained a leading position in the market in the road and rail construction industry, and have a definite advantage in the aspect of revenue and profits. However, in these days when the market is going so complex undergoing a myriad changes, although the enterprise is cultivating and developing its core competence, but this advantage is not obvious. Therefore, the development of enterprise faces both opportunity and challenge, it is necessary and urgency to have a competition strategy for its development in order to help the enterprise to maintain the leading position in the new century, and become internationally competitive large company through sustained and stable development in international competition.This paper takes the China Railway 14th Bureau Group Ltd. Co. as an example, uses the normal theory, method and model of the strategy management to analyze it comprehensively. First of all, this essay introduced the article's background and significance, put forward the research way of this article, and presented the basic theory and analytic approach of the strategy and strategic management, and the competition strategy type. And then, it used the PEST model and "Five strengths" model to analyze the macro-environment and the industry environment of the enterprise, presented the exterior opportunity and challenge; utilized the value chain analysis, pointed out the strengths and weaknesses as well as the core competitive ability; used the SWOT analysis to analyze the strengths and weaknesses, opportunity and threat of the enterprise's major business. At last, it confirmed the enterprise's competition strategy direction with the principle of developing the strength, seizing the opportunity, overcoming the weakness and avoiding the threat, then established the competition strategy, that is to say the enterprise should utilize the advantage and evade the risk, and take the way of low-cost competition strategy. Above on the base of this it put forward some implementing schemes and the safeguard measures of these strategies. The significance of this thesis is that throwing away a brick in order to get a gem, and advancing the research work of the enterprise's competition strategy to a new stage through the preliminary study to the China Railway 14th Bureau Group Ltd. Co., at the same time we also wish that the standpoints in this article would be useful for reference to reform and development of a company or the similar enterprises.
