On The Issue Of Socialization Pension In Jianghai District Public Institution

Public institution is one of Chinese specific social service organizations set up for socialwelfare, which mainly engaged in educational, scientific, cultural, health and other activities.Since China’s reform and opening up, in order to meet the need of the development of socialistmarket economy, public institution has already reformed its management system, personnelsystem and a series of reform, but the endowment insurance system reform in public institutionhas been lag comparatively. What’s more, the theory research about public institutionendowment insurance system reform is far behind the reform practice itself. At present, thereare more than40million employees in public institution, and the proportion of retirees has beenincreasing year by year. To make some research on this problem that related to the vital interestsof tens of millions of people, will help to promote the personnel system reform in publicinstitution, help it develops sustained and healthily, also contribute to construct acomprehensive modern social security system.Since China’s reform and opening up, with the coming of aging society, pension of publicinstitution is facing severe situation: one is the disunity of pension systems in public institution.There is a phenomenon of "double-track system" in retirement benefits, which against reasonablemobility of the talents. The other is with the increase of the retirees, the "turnkey" pension modelcause the burden on unit, which is not conducive to the healthy development of the unit.Public institution in our country has begun to explore the pension system reform since thenineteen nineties. On February,2008, the State Council put forward the project of makingexperiments for the reform. Initial priority was placed on Shanxi, Shanghai, Zhejiang,Guangdong and Chongqing provinces. Jianghai district has begun to introduce institutionendowment socialization reform since2004, accumulated a certain amount of experience. Thisthesis points out the main problem in reform presently by researching the problem ofendowment socialization reform in Jianghai district institution. What’s more, on the base of theexperience of foreign civil servant endowment insurance system, our country enterprise workerendowment insurance system reform and some local institution endowment system, this thesisproposes basic ideas as follow: First of all, enhance the level of scientific making-decision.Second, stick to the pension mode of combining socially pooled funds with personalcontributions.Third, improve the multi-layer social security system. Four, promote reform byway of classification. Five, protect the treatment of retirees actually. Six, raise the level ofsocialized administration and service for retirees.
