Energy is the driving force of economic and social development, but it caused a range of issues by the traditional energy industry, such as the contradiction of supply and demand increased, the low efficiency of energy used, environmental pollution, the war caused by resource depletion. All of that increasingly becomes an obstacle to social and economic development. Development of new energy industry aims to solve these problems, which has important strategic significance, not only to enhance the country’s overall competitiveness and cultivate new economic growth point, but it also brings good energy, equipment manufacturing, labor and other labor market development of relevant industries. However, the current development of new energy is at an early stage, in the new energy development, there are many limitations, such as technology, capital, facilities construction and other issues. Therefore, considering the various factors on the development of new energy scientific prediction, on this basis, it can develop appropriate energy development strategy. One of the most pressing issues is to promote its further development and utilization.In this paper, the author searches large amounts of the potential energy data, and research on the new forecast and countermeasures at home and abroad, then it combined with my participation in the "new energy industry development, assessment and countermeasures" project experience. The paper based on theoretical research and the actual situation in Hebei Province. First, the paper introduced the theory of the new energy, new energy development status and problems, specifically the reality of its development and the problem the need to be solved in Hebei Province. Then it analysis the environment for developing new energy with the SWOT model, and it combined energy forecasting model including neural network prediction gray system projections, total energy demand in Hebei Province, which used to make scientific and reasonable forecast in the development of new energy power, solar thermal, biomass fuel, etc. Finally, it carried out the Granger causality analysis on economic development and energy consumption, and the author make strategic recommendations on new energy development in Hebei Province.
