Food as the first problem relates to people’s livelihood, food security is the goal of governments are actively trying to achieve, but with the continuous upgrading of the industrial structure. The proportion of primary industry dropped first tertiary industry rose, bringing huge loss of agricultural resources, including arable land, labor and capital. The transfer of a large number of agricultural population to urban areas, weakened rural food production capacity, the loss of arable land and capital will inevitably affect the sown are grain; and industry upgrading of the structure so that the loss of agricultural resources. While also stimulating growth in food demand, increasing non-agricultural population will bring increased food consumption structure upgrading and total demand, bringing pressure on our food supply, causing food security problems, So the key to solve the problem of food security is to improve the productivity of labor is able to compensate for the loss arising from the loss of agricultural resources. Our country is the largest developing country, large population base, to ensure social stability and economic development related to food security, while food security issues around the world have a positive impact, ensuring food security is the core of our country to ensure food production, improve per capital food production, learn other people’s research results, the amount of grain per capital more than 400 kg per person said that to achieve food security. Historically, after the 20 th century, China’s industrial structure upgrade level is rising, per capital food production in general is rising. Due to the policy and natural conditions, there have been a downward trend, the most serious one between food production per capital is less than 400 kg per person in 1999 to 2003, less than the minimum standards of food safety, although after has been growing, but not until after 2009, per capital grain output over 400 kg per person, meeting the minimum standards of food safety.In this paper, the use of multiple intermediaries upgrading of industrial structure effects model analysis of the impact on food security mechanism. Selecting four mediating variables upgrading of industrial structure affect food security, including food production labor, grain acreage, agriculture and agricultural technology accumulation of physical capital, the use of multiple mediating effect model, first verify the reasonableness of the four variables as mediating variables, and calculates the overall mediating effect, found the overall effect is positive. That is, first phase upgrading of industrial structure has a positive impact on China’s food security; Second on the assumption that the other conditions set under the conditions, respectively, four simple verification mediating effect, draw food production labor, grain sown area, as well as mediating effect of significant agricultural technology, agricultural mediating effect of physical capital accumulation is not significant; and finally compare mediating effect was found only after technical progress intermediary and mediator through labor and food acreage equivalent, indicating that the use of technology can compensate for the loss of labor and land loss brought, to ensure increase food production per capital, that upgrading the industrial structure of the country’s food security promotion is manifested by progressive effect agricultural technology.According to this paper, in food production to achieve agricultural modernization, increased use of technology, and to ensure that grain acreage; to ensure food reserves, to encourage small and medium private enterprises grain reserves. The other to ensure that imported, establish a good grain marketing and exporting countries relations, from the domestic and international security of food supply.
