| Modernization is the only way of the development of human beings. The modernization of agriculture is its important part. The key to the modernization is whether to realize agricultural modernization. China is a country of large population country, having a little arable land, the poor possession of resources and a week agricultural foundation. Due to the constraints of the dual economic structure, China’s agricultural modernization process is very slow; therefore how to advance the modernization of agriculture has become the important issue of the countries and governments. Especially in recent years, the country places the promoting the development of agricultural modernization on a very important strategic height. Report of the Seventeenth Party Congress has put forward:In order to promote the construction of a new socialist countryside, we should adhere to the development of modern agriculture, rural economic prosperity as the primary task. During this historic opportunity and the context of the times, the degree of development of China’s agricultural modernization is worth exploring and in-depth research.In this paper, on the basis of extensive reference and absorbing the domestic and international famous experts and scholar’s theories and researches of the modernization and the agricultural modernization, the expert evaluation method and analytic hierarchy process were exercised to analyze and evaluate the agricultural modernization in Jiangsu province from2001to2010. The article consists of six chapters. Chapter One, on the basis of summarizing and analyzing the theory of the domestic and foreign agricultural modernization, has put forward the content and direction. Chapter Two analyzes and investigates the concepts, the contents and the standards of the modernization of agriculture and the modern agriculture; Chapter Three combines China’s national conditions and the research in the field and compares the existing methods of the comprehensive evaluation.It brings up the principles and design ideas, and builds up the complete index system of agriculture modernization. The index system is divided into three levels:comprehensive-class index, first-class and second-class index. The first level is comprehensive-class index, reflecting the comprehensive development level of the agricultural modernization; The second level is first-class index, including the conditions for agricultural production, the level of agricultural output, technical services and the level of the quality of farmers, industry and the degree of organization as well as the five aspects of sustainable development of agricultural; The third level is the second-class index, which is the refinement of corresponding first-class index, including all together17indexes of the total power of cultivated land units agricultural machinery, effective irrigation rate, unit area of chemical fertilizer and so on. Chapter Four confirms the weight of sustainable development index system by AHP, determines the data standardization methods and divides the agricultural modernization process. Chapter Five is an empirical analysis phase:Taking Jiangsu Province as an example, it combines with the specific authority of the state statistics data to evaluate the overall level of agriculture modernization development in Jiangsu Province and sub-indexes.Chapter Six, on the basis of the above researches, puts forwards corresponding suggestions of how to accelerate agricultural modernization. The results shows that the overall development of the modernization of agriculture in Jiangsu Province is good, but there are also many problems:the development of the indexes is not balanced, and the values of some indexes have a relatively large volatility. In order to keep the sustainable and stable development of agricultural modernization, efforts must be made from the increase in technology, industrial management of agriculture and sustainable development, so that it can truly reflect the role in the economy and sustain economic growth. |
