Research On Evaluation Index System Of Tianjin's Taking The Lead In Modernization

The course of China's modernization process is initiated from the founding of the People's Republic of China. In the new century, the Central Authority proposal developed coastal cities and regions "to make further progress and take the lead in realizing modernization in the country". Then many areas, including Tianjin, set the goal of taking the lead in realizing modernization objectives, implementation plans and the the index system of measuring the process of modernization. Construction of an evaluation index system of modernization has become the hot spots of theory circle now and in future.Taking the lead in realizing modernization has become a relentless pursuit of China's large cities. Tianjin is the economic center and the largest open coastal city in northern China. In addition to the general characteristics of the nomal city, Tianjin has its own particularity in the realization of modernization. Tianjin should study and formulate a comprehensive evaluation index system adapted to local conditions so as to evaluate the process of Tianjin's modernization.The article first offers a literature review of the theory of western modernization to explore the theory of modernization deeply from an international perspective, and makes a overview of the research on the regional modernization and evaluation index system of the modernization from the other expert and institution. Then the paper makes a systematic study of evaluation index system of Tianjin's taking the lead in modernization.Based on former researches on modernization evaluation index system and on the premise of studying the advantages and limitations of the modernization evaluation, the article designed an evaluation index system for it by selecting five synthetically indictors and 26 targets. A new appraisal method, Analytic Network Process (ANP), has been adopted to confirm indices priorities. Theoretical foundations and application processes of ANP were discussed, and dependence and feedback among these indices were analyzed. I use the academic commonly used linear weighting method as a comprehensive evaluation method which is clear, simple and practical. Then the paper makes an empirical analysis on Tianjin's modernization development with the figures in 2007. At last, the recommendation which is based on the development of Tianjin's modernization was given.
