Study On Evaluation Of Agricultural Modernization Development Level In Heilongjiang Province

Promoting agricultural modernization is the inevitable requirement in the course of industrialization and urbanization in China,is a inevitable choice to meet the world's food security concept,therefore,agricultural modernization development work has become a major task "much starker choices-and graver consequences-in" period.In 2016,general secretary Xi Jinping visited Heilongjiang province and asked the province to develop modern agriculture and become a leader in modern agriculture.Heilongjiang province is rich in land resources,is one of the world's three black earth belt,is China's most important commercial food base.Evaluate the level of agricultural modernization in Heilongjiang province,not only for their own development in Heilongjiang province for scientific positioning,formulate the new strategy,to promote the overall competitiveness of agriculture in Heilongjiang province,at the same time,speed up agricultural modernization is of great importance.Based on the extensive reference and draw lessons from domestic and foreign research on the basis of agricultural modernization,profound grasp of the connotation and characteristics of agricultural modernization,according to Heilongjiang statistical yearbook and China statistical yearbook of historical data,a comprehensive and in-depth study of the development of agricultural modernization in Heilongjiang province,the analysis of the current situation of the system.Then,closely combined with the actual situation of Heilongjiang province to build the evaluation index system,including five primary index and 15 secondary indicators,using the analytic hierarchy process(ahp)to empowerment of evaluation indexes,through the multi-index comprehensive measurement analysis of Heilongjiang province in 2012-2016,the development of agricultural modernization level,form,root causes,and then evaluate the level of agricultural modernization in Heilongjiang province.Through assessment and analysis of three main conclusions are:(1)five level indicators of growth evaluation index have certain gap,shows that the comprehensive development of agricultural modernization in Heilongjiang province is not the rural social economic development level in five years has increased by 16.59%,agricultural input levels rose by 13.86% in five years,raising the level of agricultural modernization in Heilongjiang province has played a vital role,but the agricultural output level,agricultural economy structure and agricultural sustainable development level index of growth is slower.(2)the level of agricultural modernization in Heilongjiang province in 2012 index is 0.5941,0.7015,2016 increased by 10.74%,the overall rising trend,and always maintained a good momentum of growth,for the realization of agricultural modernization development of Heilongjiang province laid a good foundation.(3)the level of agricultural modernization in Heilongjiang province in 2012 is still in the initial implementation stage of the modern development level of agricultural modernization in Heilongjiang province in 2016 is in modern development of the basic implementation phase,which can account for the Heilongjiang province agricultural modernization development and a lot of space.Finally,according to the evaluation results,the paper puts forward the concrete countermeasures and Suggestions to promote the agricultural modernization development of Heilongjiang province,such as strengthening the construction of infrastructure and social security system.Improving agricultural mechanization;Promoting agricultural restructuring;Improving farmers' income level;We will promote sustainable development of agriculture.
