Researches On Land Use Regionalization Based On Major Function Zones And Regional Co-ordination

The Co-ordination of regional development, the policy formulation of regional development strategy, clearing the development direction and the decision of land use zoning are the main content of land use planning. The land plays an important role today in the development of our society and is irreplaceable as the material base of human survival and development. Because of the immobility and natural of land, the difference of natural, social and economic conditions of different areas, determine the regional difference of land property and land use and location. As a result, we should deeply research different regional differences of land to achieve the rational utilization of land resources, and we should make land use corresponding policies and measures according to the different characteristics of regional land use. The land use zoning is the reasonable layout of land use, and also is important means and legal basis of land use control system. The paper focus on the interests of the whole area and long-term interests, with the purpose of coordinate the relationship of land use, limitation of no proper forms of land use. Finally we can use land properly, and make land use properly to achieve the harmonious relationship between the real and social benefit, and can get the harmonious and unified of social, economic and ecological benefits to make the land use sustainable.This paper starting from the connotation of the whole regional on the basis of previous studies, analyzed the cause of existing problems and differences in the development of regional, and according to the domestic and foreign relevant area development and research results analyzed the regional development differences in history, geography state policies, market mechanism, regional development strategy, taxation system, etc. The paper deeply analyzed the status and role of regional co-ordination of land use in the regional co-ordination, finally got the overall regional land use zoning pattern.We took Rizhao city as the study area, and chose town as the basic division unit. During the progress of partition, quantitative analysis and GIS application were coupled because its practicability and validity is relative taller in the area of partition research category to improve the efficiency and accuracy of the division. Then following the principle of land use zoning we used the land use zoning of quantitative analysis results and on the basic of fully considering the regional economic space relation, geographical spatial adjacent, local resources characteristics, development trend and regional development strategy positioning, got the land using functional partition scheme of Rizhao city, which means we divided the zone into four areas: optimized area and intensive area. limited area and prohibited area, and analyzed each area of land use structure, characteristics, development direction. Furthermore, we raised function control measures of each area. At last, taking the formation regional coordinated mechanism of areas, the implementation the regional coordination and balance state policies, the policy of prevent redundant construction and regional differences regional land use in to all, we raised the safeguard measures of the regional co-ordination land use to provide effective guidance of the coordinated development of regional land use.
