In daily life, the animation industry is not far away from us, the various animation books, cartoons, cartoon costumes, games and so on are all the areas of the animation industry.Dalian City is located in Northeast China is one of the important cities in the Bohai Bay region, the Northeast region one of the more developed cities and even the national economy. Dalian animation base in China is also four granted directly to one of the city park. However, due to the presence of various reasons, the development of the animation industry in Dalian City is not ideal, and backward in some cities and some foreign cities. The animation industry of Dalian was analyzed by Economics in this paper, analysis and interpretation of the animation industry theory, research and the status quo of the animation industry in Dalian City, Dalian animation industry in the development process through the survey analysis found. These problems include:weak awareness of the market, the company does not regulate the operation of the market, short-sighted, one-sided and can not give full play to take advantage of market opportunities by seeking to develop an accurate analysis of the market trends, grasp the development of the market; small size of the animation industry, the domestic part of the developed larger cities and foreign cities gap;in raising funds for the delivery, recovery and allocation of deficiencies limit the financial support of the enterprise; animation professionals lack of Dalian animation industry in most of the outsourcing contract, and original paintings.the core content can only be done by Japan,the United States and even South Korea; lack of adequate and effective exchanges and cooperation platform.In this paper, recognize the problems and deficiencies based on PEST and SWOT analysis method to conduct a survey and analysis of the external environment facing the development of animation industry in Dalian City. The analysis revealed Dalian animation development still has certain advantages in terms of geographical location, personnel training institutions and markets, there are some disadvantages in terms of market competition, exchange and cooperation platform and existing talent situation. In this paper, following the development of ideas and strategies on the basis of the above study:1. Strengthen government support of the Government, to rationalize industrial management system, building a the animation public technical service platform to support quality animation creation and production of original products.2. Strengthen financial support, with the role of government investment and investment and financing, and set about establishing the cultural and creative industries development fund, breaking the animation amusement industry development funds bottlenecks efforts to provide sufficient funds to support base within the animation company.3. Implementation of the human resources strategy, culture and attract more animation professionals. 4. Improve the capability of independent innovation, and actively develop derivatives, improve the industrial chain, strengthen the industrial chain.5. By industry convergence and industry cluster strategy to promote the rapid development of the animation industry as a whole, while focusing on the international exchanges and cooperation.
