With the arrival of the knowledge economy age, lots of countries realize the importance of technological progress in economic growth, and so many countries have put forward "prospering the nation with science and education" strategy. There are two ways to improve the level of technical progress, independent innovation and absorbing technology spillovers. For developing countries like China, absorbing technology spillover does more promoting function of technology progress than the independent innovation. Therefore, this paper did a research on the relationship between inter-provincial R&D technology spillover and economic growth.This article first puts forward the background and significance of the research. The author presented and reviewed the existing literatures from the following four factors, the R&D and technology spillovers, the measure method of technology spillovers, the relationship between technology spillovers and the economic growth and the influence factors of technology spillover. And on this basis puts forward the argument, to study inter-provincial R&D technology spillover influences economic growth through the spatial econometric model.Secondly, this paper introduces the related theories about technology spillovers and economic growth, including the new classical economic theory, technology gap theory, endogenous economic growth theory and new trade theory. And on the basis of that it analyzes the premise and channels of the technology spillovers, and factors that can influence the provincial technology spillovers effect.Later, the empirical part firstly analyzes the dependence in inter-provincial economic development, found the spatial distribution of inter-provincial economic development is disequilibrium, there is obvious spatial cluster phenomenon, well economic developed provinces mostly concentrated in the southeast coastal area, and the northwest provinces are general backward. According to the research results, this paper adopts the spatial panel data model to analyze the relationship between R&D technology spillovers and provincial economic growth. The Empirical analysis results show that:1, in all the provinces of China R&D input plays a remarkable role in improving economic growth;2, inter-provincial R&D technology spillovers also significantly promoted the provincial economic growth;3, this thesis put human capital as the proxy variables of absorptive ability, the result showed that the discretion of the human capital influenced the size of the absorptive capacity of provincial technology spillovers;4, the empirical results showed that although R&D input and R&D technology spillovers can significantly promote economic growth, the fixed capital investment at present in China is still the main driving force of growth, this also results in Chinese executes the extensive mode of economic development.In the end, based on the above theoretical analysis and empirical results, this thesis puts forward several policy suggestions:1, enhancing the ability of independent innovation.2, developing the regional cooperation and promoting the regional technology spillovers.3, increasing the education investment and improving human capital level.
