Economic globalization and knowledge economy era, human resources hasbecome a competitive advantage to maintain and create the fundamental, andperformance management to human resource management occupies a central position.performance management in China’s state-owned enterprise is already aware of theimportance of the competitiveness of enterprises, but the results of theimplementation of performance management is poor.Only improve the staffperformance management system in order to improve individual employeeperformance and build core competencies such purposes.In recent years, the state of the telecommunications system with the strongadvance, the domestic telecom market deregulation&join the WTO, thetelecommunications monopoly has basically been broken and formed China Telecom,China Netcom, China Mobile, China Unicom, China Railcom, China Satcom and othermajor carriers intense competition in the market. Rapid growth of the domestictelecommunications market has become the focus of global attention of competition,Loudi telecommunications company as a traditional state-owned enterprises, how toenhance their core competitiveness, strengthen performance evaluation, to encouragethe company’s operating managers and subordinate staff, establish environmentperformance evaluation index corresponding to system and the correspondingevaluation methods, has become an increasingly important issue.In this paper, under the guidance of performance management theory, fourchapters on telecommunications performance management system Loudi improvementprogram were studied. The first chapter defines the research problems, theinternational studies on employee performance management research was reviewed;The second chapter describes the development process Loudi telecommunicationscompanies, organizational structure and human resource management, basicconditions, using investigation method, interview staff on telecommunicationsperformance management Loudi investigation detailed analysis of performancemanagement problems, and explain the causes of the problem; Chapter learn fromadvanced telecommunications enterprise performance management approach isproposed to improve staff performance management system Loudi Telecom ideas, andfrom the performance planning, performance coaching and implementation so on, performance evaluation, performance feedback and application point of fulloptimization; the fourth chapter of the optimized run security measures, improvedface new problems, solutions and expected results; concluding part summarizes theconclusions of this study, pointed out the paper needs further study. Among them, thepapers based on theoretical analysis, which are combined with the concrete practice,on staff performance management system Loudi telecommunications improvementprogram for the design, and trying to streamline the company’s performancemanagement Lai Promotion, development and growth of Loudi telecommunicationscompetition.
