With the fast development of China’s economy, the engineering machinery market has enjoyed a fast increase, which offers a great developing chance for the engineering machinery enterprises. But in compared with the domestic engineering machinery, the foreign ones own advanced manufacturing level and technology researching ability. With the benefits they accumulated under the market-oriented economy, they have a big superiority over the domestic enterprises which suffering great pressure of technology competitiveness. Technology competitiveness has become the key point which must be improved in the domestic engineering machinery enterprises. The R&D Team is the core of technology researching and development. The performance assessment of the R&D team is also of great importance, which would directly influence the development of the researching techniques in China.Nowadays, the performance assessment of Changsha Zoomlion Heavy Industry Science&Technology Development Co.(Zoomlion for short) are still rest with the attitude of work, the research result, which emphasis on the management and control of the research staff. They are lacking of performance assessment system; the assessment are mainly scored by the manager subjectively which are not open and transparency enough; the process of assessment failed to offer a chance for communication and feedback, which is not good for the improvement of the R&D team. In hope of solving the problem, this article try to find a suitable performance assessment system for Zoomlion and hope that this could work to the benefit of improving the assessment of the R&D team and guide and promote the strategy implementation of the enterprise.This article has analyzed and described the situation the Zoomlion has faced with, combined with team feature, and in the reference of the project management theory and performance assessment theory, all these come to a conclusion, that is build up KPI main assessing lines, assisted by the project assessment method and360°assessment method and designed a performance assessment system which suits the R&D team of Zoomlion perfectly. By creating a way of analyzing the team performance and individual performance separately, the level of performance standard and the ability of individual would enjoy a coordinated growth. This also would benefit the promoting of longterm performance of the R&D department.
