Study On Remanufacture Of Village-in-City Of Changsha City

The problem of Village-in-City is a special phenomenon existing under the fetters of dual mechanism of city and village during urbanization process. It is also a historical and realistic problem in developed and developing countries. At present, our country is in the high-developing period. Most big cities in China have problems of Village-in-City to some extend, which lead to unharmonious phenomenon newly in the process of city development. Remanufacture of Village-in-City is a difficult task during the process of urbanization.Remanufacture and reform of village-in-city are both relative and undividable sectors. The first one is a premise of policy-making and implementing of remanufacture. In order to push reform of village-in-city forward, the first step is to solve the crucial problem of mechanism and accordingly form a complete set policy suitable for reality and practice. In the view of practice, the focus of remanufacture of village-in-city is to implement four transformations: the first is transformation of identification of people, from village ID transforms to city ID; the second one is transformation of land quality, from group quality to national quality; the third one is transformation of social organization patterns, from village committee to community committee; the last one is transformation of economic organization patterns, form village group economic organization to stock economic organization.The thesis uses a way of point and scope combined and analyzes mostly in the angle of point. Aiming at remanufacture of village-in-city in trial places, the paper studies on reform of village-in-city of Changsha city on the basis of experience. In 2005, Changsha made a policy named Regulations on Strengthening Construction of City Community, which points clearly in two or three years, finishing transforming village-in-city into community. But owing to policy-making, realistic condition, farmers' consciousness, limitation of district government, it's not successful in the process of remanufacture of village-in-city. It's meaningful to study on problem of village-in-city, provide strategic reference to governments, make a set of pratical poliies.
