Study On Informatization Evaluation Indicator System Of Small And Medium-sized Manufacturing Enterprises

With the development of economic globalization, the world’s developed capitalistcountries are all committed to use informatization means to improve itsmanufacturing industry leading edge. Such as the “Industrial UniversityCooperative Research Center”,“Engineering Research Center (ERC)” and"Manufacturing Technology Center (MTC)" organization of U.S., the “streamlinedproduction methods” of Japan and Germany’s product technology innovation.Nowadays, China’s manufacturing enterprise informatization has been20years ofdevelopment history; the process is full of twists and turns. As the development ofChina’s manufacturing enterprise informatization has lot of jumping, the process ofinformatization of LME and SMME are not uniform. Based on the principle of"centralized resources, and full play to the advantages", China our country will thefocus is manufacturing enterprise informatization construction is focused onlarge-scale manufacturing enterprise. China considers the informatizationconstruction as the focus. Many LMEs led by begin informatization construction inearnest, and achieved good results. However, because of the lack of suitableevaluation method, the managers of small and medium-sized manufacturingenterprises in China cannot accurately understand the business information of thestatus quo and do not develop the correct information development strategy. Thegovernment also is lack of the basis to develop supportive policies. Therefore, inbuilding the evaluation of the level of information system and informationtechnology development strategy is very necessary to the development of China’ssmall and medium-sized manufacturing.This dissertation first analysis the development status of China’s SMMEs,explains the need of informatization for SMMEs, and studies the problem inSMMEs’ informatization construction process. Then we build informatizationevaluation indicator system based on these problems, including principle, indicator selection and indicator calculation. Thirdly, we use AHP and “Delphi Method” toweight the indicator and use “linear weighted sum” to make a comprehensiveevaluation calculation. At last we select Harbin Printing Machine Factory as aspecific case, we design questionnaire and indicated the information situation of thiscompany in2010and2011to evaluate its information level. We compare theevaluation result with the actual situation and the opinions of information experts totext the feasibility and effectiveness of this index system. Then we propose theinformatization development strategy of the company in2012.
